Overview of the Registry of the Public Servants Disclosure Protection Tribunal
The Registry of the Public Servants Disclosure Protection Tribunal was established under the Public Servants Disclosure Protection Act (the Act), as amended by the Federal Accountability Act. The Act, which came into force on April 15, 2007, is designed to encourage public servants to report wrongdoing by providing protection, in law, against reprisals.
The Public Servants Disclosure Protection Tribunal is an independent, quasi-judicial body established to protect public servants from reprisal following their disclosure of wrongdoig. Its mandate is to hear reprisal complaints referred by the Public Sector Integrity Commissioner. The Tribunal has the power to determine whether reprisals have occurred, to grant remedies to complainants and to order that disciplinary action be taken against persons found to have taken the reprisals.
The Tribunal’s mission is to contribute to the enhancement of an ethical culture in the public service through the impartial and timely disposition of cases involving complains relating to reprisals, alleged to have been taken against a public servant as a result of his or her disclosing possible wrongdoing. This includes:
- Processing cases in a timely manner;
- Ensuring that all processes are fair and transparent;
- Ensuring that parties are treated fairly and impartially;
- Rendering decisions that are sound and well reasoned;
- Informing interested persons, key stakeholders and Canadians about the Tribunal’s role and mandate;
- Providing public access to information.
Administration of the Access to Information Act
Instrument of Delegation
As a new organization, designations have not yet been made under the Access to Information Act Heads of Government Institutions Designation Order for the purposes of the Access to Information Act.
Due to the small size of the organization (7 FTEs as of March 31, 2008), there is no centralized ATIP Division. Requests are received and coordinated through the Office Manager.
Training and Awareness
During the reporting period, the Deputy Registrar attended the Canada School of Public Service course “Access to Information”, and the Office Manager participated in an information session.
Reading Room
A reading room is available for individuals wanting to review public materials of the Registry of the Public Servants Disclosure Protection Tribunal. The room is situated in the office of the Registry and individuals can contact the telephone number indicated for use of the facility. The office of the Registry is located at:

Requests under the Access to Information Act
The Registry of the Public Servants Disclosure Protection Tribunal received no requests during the reporting period of April 15, 2007, to March 31, 2008, under the Access to Information Act.
Complaints
No complaints regarding the Registry were filed with the Office of the Information Commissioner of Canada during the reporting period.
Appeals to the Federal Court
No appeals to the Federal Court were filed under the Access to Information Act during the 2007-2008 reporting period.
Fees Collected
No fees were collected during the reporting period.
Costs
No costs were incurred during the reporting period to administer the Access to Information Act.
